Trash in the streets of New York

In New York City we tend to see people throwing garbage in the streets and trash cans empty. But also you tend to see trash cans full of garbage and people throwing keep throwing garbage in top of it. If we talk to the people around our community to make them realize what they are doing consequently we would make our community more clean. In my position I would say that this is going to keep happening because even though some people say they want to make a change, they don't do nothing to make that change happen.
